I am looking at altering the DM Errata on Teleportation but I still don't like the idea of Teleport powers giving you a free Move action. There is a few things I wish to put here and get some opinions on the matter. I will make my decision based on game balance but try to keep some realism in the game.
Teleportation with Disorientation
This should explain the current DM rule currently in effect. It is quite different to teleport from a prone position to a standing position than it is from a standing position to another standing position. When this is done some disorientation is brought about, the strange feeling of being in a different position when you reappear. Remember teleportation is instantaneous, I don't believe you have that much control over it while you are In transit.
Teleportation with Fluff
If you read the flavor text on the powers themselves it should tell you how the teleportation takes effect. Many times people are using their powers without reference to the Fluff when this is a great way to add roleplaying into a combat situation. There have been complaints about the game becoming a miniatures game, well here an excellent way to slide it back in the other direction.
Fey Step
With a step, you vanish from one place and appear in another.
When you look at this flavor text it is impossible to do this power from a prone position. Even if the ruling is that you can, you would have to roll away from one place and appear in the next, still in a prone position. This could be a way of running it, but if it is not specific enough I would have to rule in favor of the move action to stand up.
Willing Yourself to Stand
You could look at it as willing yourself to stand when you are teleporting but that would take some concentration away from the power of teleportation. The effect would be a number of squares used to stand shortening the distance you teleport. This is a way of doing it but I would need to set a standard for the standing up part. How many squares does it take to stand up? Would it be the same no matter what the power is? Which means if you can teleport 5 squares and you need to stand, say 2 of them are used to stand up, that leaves you with a 3 square teleport. Since the action of standing up doesn't change, those powers that only grant say 3 squares of teleportation, well those powers are useless in these situations. We could use the standard of cutting the teleportation in half. The farther you teleport the more concentration is required in the teleportation, therefore if you had to stand up it would take you more squares to concentrate on that action.
I will be updating the DM Errata on Teleportation but I doubt it will include a free Move action for the power. I want to see what you all think and make my decision based on that.
